SOLVED. Superhero Book series- either sequel or trilogy? Post-apocalyptic setting? NOT Marvel or DC. [s]

OK hive mind. I read a superhero book a while back, and I think it was either a 2-book or 3-book series. I'd say published within the last 10 years, but I'm not positive. Here's what I can remember.
Some big event happened and the world is in somewhat chaos, but not everything destroyed, some government and military structures remain.
The plot focuses on a couple different groups- an American superhero person/team and a Russian one, primarily. There's a strong female Russian superhero called Red something, or associated with the color red...( I know, I know, Russian and red, way to not be vague, but I feel like it was in her name??)
The Russians are not-quite...enemies of the Americans, but there is tension? I think?
There's also an angelic figure...I recall something about flaming brightly on rooftops...some sort of ascended or heavenly figure...
Someone on the American team is really into parkour. I remember a lot of descriptions about it. I also feel like there are brothers on the American side.
There's a big scene where they infiltrate a secret military (underground?) base or missile silo or something?
There's fighting in the streets of the city.
There's a loner superhero guy who lives in a sort of "ghetto" neighborhood that, despite the devastation of the surrounding city, is self-sufficient and carrying on on their own, gardening and the like for food.

Ring any bells for anyone? I think I found them in my local library in the adult section.

Searching superhero book series, dystopian "Americans and Russians" The Secret World Chronicles Series came up. Book 1 is called Invasion by Mercedes Lackey.
The reviews mention the Russians and that one of them is called Red Saviour.
