ABANDONED. Witch puts spell on little creature so that he can stay awake to go to festival

story from when I was a kid:

A little creature (not a human) wants to go to a festival in his village but his parents tell him he’s too young to stay up that late. A witch comes to his window and puts a spell on him so that he can stay awake but then he can never sleep. My sister thinks the creatures name may have been Winky.

It would have been sometime in the early-mid 90s. It was a picture book.

This reminds me of one of the Dorrie books by Patricia Coombs, but I'm not sure which one.
