A single mom and her grumpy teenage son move into an old house near the moors and there is an active community watch group involved, a dog (Corgi, but this is not the famous series with the Corgi) and I believe the mom is a veterinarian's assistant. I read this paperback in 2004 when I found it in the library of a hotel in NYC. I loved it and loaned it to a Scottish friend who threw it away. There is a murder and also a mysterious old man involved. There is a romance as well, but it's been a long time.
