SOLVED. Novel about a second Civil War in the modern day US. [s]

It's been over a decade since I read it and I was recently talking to a coworker about it but cannot remember the name or a majority of the details. I've been all over Google but it keeps giving me the American War which isn't correct.
What I can remember

There was a female president.
I believe it was a book from several different accounts rather than one main character.
A big portion of it started/took place in Texas.
A child was shot by a government agent/cy but it was blamed on the "rebels".
The government was using the news and media to down play what was happening and make it seem like a small group of extremists.
There was a militarization of police forces.

I read it around 2010 however I believe it was released early 2000's
