ABANDONED. Book based I think just after the Great San Francisco fire. Main Character is a young lady with memoir loss and separated from her mother.

I am trying to find a book that I had read while I was in high school. I believe it starts during the great San Francisco fire. It is about a girl that gets separated from her mother and ends up losing her memoir. As a young lady she finds her mother, at least she thinks it is her mother since she can’t not remember. Her mother takes her places to help with her memories. She is taken to different places like her old home and a type of county club where she use to swim.
At the end of the book she finds out that the lady she was told was her mother was a lie and that her real mother was locked up and tortured for information about her daughter. The daughter was able to figure this out in time to speak with her real mother before she died.
