SOLVED. A sci-fi book from before 2003 about a guy whose mind is transferred to other planets into bodies there. Not Altered Carbon. [s]

The main character has his mind transferred from one planet to another as a form of faster than light travel and he takes over a body at the destination planet, I think its meant to be a kind of ambassador type job. He gets chased across worlds by an assassin and at one point he is on a planet with an intelligent fish like species that has 3 "genders" that have to stay separate from each other and only any 2 "genders" are allowed together at one time because when one of all 3 come together they reproduce with two being "parents" and one being a "catalyst" and the "parents" are weakened for a while after it. I read it while I was still in school, sometime between 1995 and 2003 I believe, but the book itself is likely older than that.
