ABANDONED. A children’s book about a cat that dreams about drinking from the Milky Way

Okay so I’m searching for an old children’s book about a black cat that lives in an apartment and dreams about going into the sky and drinking from the Milky Way. One night (I believe it was Halloween night if I remember correctly) a witch visits the cats window and invites the cat onto her broomstick and says she’ll take him to the Milky Way. While the cat drinks from the Milky Way three drops fall from the cats mouth and land on his black fur beneath his chin on his chest and stain it white. I think I read this while I was elementary school so anywhere from 2001-2004. Sorry this is all I can remember about the book but any help would be appreciated :)
