Usually it seems like the most rated is the top book, but sometimes there are exceptions.

For instance Fyodor Dostoyevsky:

book 1 is The Brothers Karamazov 212,225 ratings
book 2 is The Idiot 112,012 ratings
and only as book 4 Crime and Punishment - his most rated book with 543,602 ratings

because of such discrepancies I never look at the books on the profile page, I always just immediately click through on the "More books by..." link which then shows the books listed strictly by popularity (plus you get a dropdown for other sort orders)

Books are sorted by the number of shelvings, not ratings, on author profiles. But as stated above, this is not an issue Goodreads Librarians can assist with.
