This book was probably published in late 1998 or early 1999 and I believe it had to be a best seller because it was sold at the Navy Exchange on base in Florida in 1999. The book featured a male detective (not sure if he was police or FBI) but basically he was hunting down a murder. That is all I remember of the beginning. The murder taunts him personally (can't exactly remember how.) *Spoilers*


I remember in the end the murder goes after the detective's brother because in the brother's youth he accidentally kills a girl while on a date, and doesn't get caught. Then in the end either the brother or detective ends up in prison. This is really all that I can remember. I thought it was the book Top Ten- but that features a woman detective. I must have read these two books around the same time. Any help would be appreciated.
