SOLVED. (Possibly) Sci Fi reimagining of the Snow Queen? [s]

The book was a reimagining of Hans Christian Andersen's The Snow Queen, set on a planet with warring factions. One of the factions was into technological advancements, while the other wanted to keep in touch with nature. It had the same plot of a girl going on a journey to find her friend/brother who was taken by the Snow Queen.
