Juels, does the story take place in Ireland? If not, what country/city?
What makes the hero's family outlaws?
What do you remember about the heroine, her family, background, etc.?
Sorry to say that's not it but thank you for trying.It takes place in Ireland on a manor or estate. No idea about which city. IIRC, the H's family was on the wrong side politically. Possibly, wrongly convicted of treason. The h was from another well-to-do family. The h doesn't know that the H's family has returned under false identities. She eventually finds out. I think the H may have originally married her for reasons other than love. Maybe revenge? I believe the family was trying to clear their name.
Oh my gosh, I finally found it. Emerald Enchantment by Lynette Vinet.I'm amazed that I was so close on the names Paul Flannery (Flanders) and Allison Fairfax.

The secondary plot involves some of the servants from the manor. A girl (cinnamon colored hair or eyes?) was seduced by a neighboring lord. She didn't realize he was using her. I believe she becomes pregnant and he refuses to marry her. She marries another servant (Patrick?) that has always loved her and she eventually loves him. Not sure if she has the baby or miscarries. I believe the lord comes back and attacks her but her hubby protects her.
I don't remember anything regarding the author or the cover.
