So this is a childrens look and find style book. It isn't ispy or wheres waldo. This one was like a world traveler guy, with the sherlock holmes style hat, and each page was a different place he was. Sort of like Carmen San Diego, but it isn't that. I might be wrong on this but I feel like each page added something new to find, so for example page 1 was just to find the traveler guy, than page 2 was to find the traveler guy and something new, and so on from there.

One of the Where Are They? books by Tony Tallarico, perhaps? Find Freddie Around the World would be my first guess. He wears goggles and a pilot hat - can't quite make out if it has earflaps, like Holmes's deerstalker.
