ISBN of a book of a series taken by a wrong edition

Hello,

This book (https://www.goodreads.com/book/show/4...) has taken over the isbn 9789877243017 in a very poor way. The author, publisher, and almost all information is wrong. I was trying to create a new edition in Spanish for this book (https://www.goodreads.com/book/show/7...) when I realized the isbn was taken. Can the that isbn be freed? Or can that book been edited properly and combined into the corresponding series as a Spanish edition of the third book?
