SOLVED. secret agents with same name (possibly alex?), psy powers. romance. [s]

in some sort of agency, governmental, the heroine has the same name as the hero. possibly the name is alex. this annoys her. she's a paper-pusher type who wants a field assignment, the field assignment ends up with her and namesake working together. namesake has psy powers.

i don't remember much else except that at the end of the book there's a scene with a character stuck in a tank of acid.

also, i am fairly certain this book was a later book in a series, mostly because it had those standard cameo-of-happy-earlier-couples scenes.

i have a very vague feeling the title MIGHT have involved ice or storm or something but I could be wrong.
