ABANDONED. A book about a single mother in a small town with a disabled son - Realistic Ficton - Spoilers ahead

Hi all. I read a book from a school library in about 2009-2011. It may have been a young adult book because it was in a high school but I remember thinking it seemed “older” than what I was used to. I want the say the title had something to do with rain, or the color blue. Or maybe that was the cover art. The story in the book takes place in USA, if I remember correctly.

It was about a young mother with a child with mental disabilities. I think maybe she worked at a local diner or store. The owner or another employee of the store was also a main character, (SPOILER AHEAD) - and I think he turned out to be the dad. The owner/another employee had a wife and a daughter, and his daughter, and the disabled boy is friends.

It was a small town scandal and was kept an secret. Later in the book, I think it was reavealed that the child had a disability because the mother was left to give birth alone and had passed out due to pain, and the umbilical Cord was wrapped around the baby's neck.

There is a scene I think of often where the main characters child and the child of the other employee/owner of the work were on a school bus and one or both of the kids were putting the foil from gum wrappers on the back seat of the seat in front of them.
