I was reading a book that I never finished in ~2012 and I can't totally remember it, but the basic plot was that a girl immigrated to a new city and was working as a servant for a dragon, and she didn't totally understand the city, but she was trying to make money to send back home to her family.
While I was reading it in 2012, I believe the book itself is much older than that, but I can't remember any other details except it was a paperback, and the cover showed a girl in a city with a dragon in the background.

I think it’s A Tale of Two Castles, too. Uprooted isn’t about a dragon at all; it’s actually about a fierce wizard who lives in isolation, and people think he’s a dragon. And that’s not a spoiler.
