Searching for a particular book- help?!

I need help finding a book please. I believe it’s a dystopian novel. Two of the main characters were needing to have a private conversation and they were in public. They used a “cone of silence” or something similar so no one could hear them. The device was clear so they could still be seen just not heard. I believe they were in a political venue and they were plotting a murder or something devious. Does this ring a bell to anyone? Thanks

The only thing I can think of is the movie, Pink Panther with Ann Hathaway. Sorry, not a book but sounds like the situation you've described.
