fantasy book with a boy who can speak any language [s]

It is a book that I read in high school where the boy can learn any language he hears and is able to speak it for about 15 minutes, but after that everything he says sounds like a chicken. Later in the book, he gets dragged under water by a siren, but by repeating the siren's language, he causes the siren to fall in love with him.
There is also a wizard that is poly morphed into a ferret or a weasel and has a portal to his own home in a clock.
