It's set in the future where two prototype time machines exist and are held in a museum. Men, possibly soldiers or loyalists, break into the museum and use the time machine to travel back to 1940-1941 during WW2. They arrive outside Hitler's headquarters during that time and quickly dispatch of the German guards, eventually coming face-to-face with Hitler himself. They show him documentation and/or weaponry that prove that they are from the future and help the Axis forces win WW2.
From here my memory is a bit fuzzy, "good guys" from the future are sent back in time using the other prototype time machine but arrive in a post-Axis WW2 victory which has the Germans using futuristic weapons on a mass scale. I vaguely remember some form of futuristic Zeppelin or dropship being seen by the characters somewhere in the book.
