Joseph (soulvey) I'm gonna say SPOILERS ahead just in case, but it's been a while so I'm not sure.

Read this book around 2003-2006, but it already looked kinda old, like it could be from the late 1980s up to 1999. On the front cover of the edition I read, there's an illustration of the main character running through dark futuristic streets as if being chased. I'm sure the title had some phrase to do with home (e.g. No Place Like Home), but searching that hasn't given me any luck.
If I remember correctly, the main character is called Joseph. Plot details are sketchy in my mind, but I think it goes like this: Young people are in academies and they have sponsors. Joseph/Joe's sponsor mysteriously withdraws. He heads to the city and waits for an interview which will get him a job, and he's set upon by two ruffians and misses the interview, and it's a big deal. He feels he has to make a choice, and I think a female character shows up at this point.
The middle bit is blurry for me, but I think he joins some sort of resistance? Anyway, he gets into trouble and later on he wakes up in the home of a doctor in Scotland who nurses him back to health. Then I *think* he meets his sponsor and it was his grandfather/father or he has a new sponsor and it's his grandfather/father.
The setting was sort of futuristic UK? And when he's in Scotland I just remember in my head imagining rolling green hills.
It was written by a man, and when I was searching I thought it was Robert Westall, but no luck. His name is something like that, I think. I've been searching for this book for years, so any help is greatly appreciated!
Thanks everyone!
