Perspective. Perspective is a funny thing. Two people can look at the exact same thing and see it very differently. For example, when Brangwain Spurge sent back images to The Lord Spymaster, they made the Goblins seem bigger, scarier, and more uncivilized than they are. So when Werfel showed Spurge what he considered his beautiful city (Tenebrion), Brangwain looked at it with disgust because he was raised in a city (Dwelholm) that might not have actually been better than Werfel's but just very different. Who knows, maybe if Werfel was sent to Dwelholm and Spurge was the host Werfel might be just as disgusted by the Elf's city as the Elf was of the Goblins city because as I said before, it is unfamiliar and different. Seems unlikely though, because Werfel just appeared more openminded in the first place, but it's possible that he only appeared like that because he was somewhere that he knew and was comfortable there.
