SOLVED. Indie/Speculative Fiction set in a high rise - read around 2014-2015

This was a strange book set in a crumbling high rise populated by people on the fringes of society. The people who lived in this tower did not interact with the outside world much. The main character was a girl around 12-13 years old who was an expert at navigating the tower and used darkness (?) to avoid danger. Other relevant characters were a priest and a drug dealer who alternated between being an ally and an enemy of the girl.

I also remember the author bio said that the author had died recently, possibly before the book was published. I believe the book was written in the early 2000s.
