I think Gino was feeling lost and did not know what to do next so he came to see Frank in friendship but also hoping for advice. He struck lucky!
Agree with Phrynne. I think he was planning on asking Frank if he should rejoin the police force or find another job. He was lucky that Frank needed him.
Frank was the one at the NYPD who used Gino effectively on the force, recognizing his strengths and understanding the benefits of having diversity in the department. I would imagine that Gino didn’t see a lot of that. Frank made that job work for Gino.
I’m with you both about him being adrift upon his return. He’s smart and it was a good move to visit Frank. What did he have to lose?

It seems not many people in the police were able to go past stupid prejudices and resentments to appreciate Gino, so he went looking for advice to the person who has shown to value his contribute in the investigations and has proved reliable and trustworthy. It's definitely the police force's loss, and a gain for Frank's future PI career.
