Support don't advise if an application is unsuccessful but you can tell if an application is is still being considered.
Go to the Librarians Manual. If you can apply again, your application hasn't been successful. If you can't it is still under consideration. I believe they are quite behind at the moment.
Also, the members of this group have no insight into the approval process or special portal to the people who approve the applications. After checking to see if you can re-apply as Carol said, you will just need to be patient. :)
