Can readers leave more than one rating for the same book, i.e. multiple ratings? I find this a bit odd and potentially unfair

Yes, you can review editions separately.
I have re-read books and felt differently about them the second time, so there are different ratings.
Not sure how that's unfair to let people record how they feel.

This is more a question for either the Goodreads Author or Feedback groups.

Librarians are volunteers who do the book cataloging & stuff like that. We have no influence on Goodreads policy.
