Alrighty, so your character's ability (Sonic Scream?) will be a three. It could be a four, but as you can see Illusion Manipulation and High Functioning Sand Manipulation are on the 3 rating. And from many, many things I know about Sound Manipulation, it's efficiency and damage accuracy are around that range.
