The Clave is on the brink of annihilation and still resists help from the Downworlders. What does the future hold for their leadership?

Well, now they're forced to deal with the Downworlders, we can hope that they'll eventually learn to accept it, however reluctantly, and that they'll benefit from it.

So far, I’ve not been impressed by the Clave. Unless there’s a serious change in leadership, they’ll become secondary to the Downworlders, a self fulfilling prophecy because of their ineptitude.

The Clave still runs on old outdated rules. They haven't tried to change with the times. I think a younger group would turn things around.
