Clarification for Kamui Yamamoto section

So I have started reading it and I'm in chapter 3 I think, I don't want to possibly spoil it for anyone; but I couldn't understand pages 16-17, the Kamui Yamamoto section. It is extremely confusing, Yamamoto is the only named person in this section, other than that we only get descriptions of the other characters. When he enters the store is he mistaken for a robber? Was he a robber before he returned? Did he interrupt a robbery? Or could it be that they simply seem to attack him because they know he is one of the "Returned" and they are against those who have Returned?

If anyone has a better understanding of this section, I would greatly appreciate hearing your thoughts on this section.
