Why is Haymitch always drunk but is still able to give good advice?

Even in the first book, Haymitch is almost never sober. In the beginning of the Catching Fire book, Haymitch was approached by Katniss about her situation between President Snow. Even though he was drunk in the scene, he was still able to give good advice. How is he able to do this?

I think he gets drunk because of the things he did in his Hunger Games. He can do good advice because he went through the same things that Katniss and Peeta went through.
I know people with PTSD and when they can maneuver away from their pasts and into the moment they can give some really amazing advice. I think this is something Haymitch is doing; thinking away from his pain to try and keep the ones he cares about as safe as they can be. Being drunk may be the only way he can shake his past off of him long enough to think through it to find ways to help them.
The book also says that because Katniss and Peeta actually had a chance at surviving, Haymitch tried harder to help them and tried to stay sober longer. I know he still can give good advice while he's drunk, but maybe he was just a little less drunk than normal.
