The Inquisitor was unduly harsh in her punishment of Jace. Was it always her agenda to use him as leverage with Valentine or do you think there was more to it?

I figured there was more to it, but I don't think it was her plan until she actually had Jace and had time to think about it.

I think she wanted to use Valentine’s son to hurt him the way she’d been hurt by the loss of her son, Stephen. Her harshness was solely because he was Valentine’s son. It didn’t matter if he was innocent or not. She didn’t care.
