I don't mean to be difficult, but this issue that I've been made aware of recently, and "GR series qualifiers" is somewhat ridiculous.
First, MANY series' including here on GR especially romance, include individual books noted as standalones (this has always confused and frustrated me) despite there being shared characters, locations, themes and/or plot. I believe this to be a marketing tool more than anything to encourage readers to pick up individual books in a series even if not all of them sound of interest.
Also, the author has also called it a series ON THE COVERS, with the theme of people of different cultures coming together to find love, and also there are crossover characters in both books.
From a reader perspective, it's important to see books that have any similar or shared themes etc grouped together appropriately as it can affect the choice and enjoyment of said books. Personally, I've been frustrated time and time again when reading a backlist of various authors books and not realising beforehand that they are actually interconnected via characters in particular.

But if you're saying that the characters do cross over then we can make it a series.
As to the author calling it a series, many do and they certainly don't qualify. Themes don't qualify books to be a series here on GR either.
Most important is "To be a series, books should have characters and/or universes in common." (From the Librarian Manual)
So I'll make it a series :)
