Under circumstances too mundane to go into, I've had the Volcker Rule explained to me. Now I'm tearing my hair out trying to remember what book I read that had a character named Volker Rhule. He would have been German, of course, and I'm fairly certain he was a movie director or cinematographer. Someone's little joke, but whose?
