I wonder if Dodds' class played a part in his portrayal as an historical figure? - He does come across as rather ridiculous but his attention to the frugality of public services would be applauded today when in his own time he was seen as 'persona non grata' for his lack of personal wealth. I'm quite interested in the part this may have played in the tertiary sources used in the book...this opinion of him would have dominated most available sources.
