Default setting does not work

Hi,

I have been trying for a week to set the new cover of Under The Harvest Moon as the primary edition. Each time I try, I get a, "This cover cannot be set as Primary Edition", message.

Could one of the moderators please set it for me? Thank-you. Here is link to new cover:
