Looking for an affordable editor in 2019

I just finished re-writing and editing my manuscript and am ready to put it into the hands of a professional. I've done quite a bit of research on a number of editors and have narrowed it down to one that I am highly interested in after speaking with him but I want to make sure that I see all of my options. I ran across two goodreads threads about finding an affordable editor but when I go through them, one was from 2014, the other 2016, and the majority of the editors' websites links are no longer working so I'm assuming they are no longer in the game. As we move forward to 2019, I would like to explore options of those who are still available. A little about my novel and what I am looking for:

-Fiction
-79k words
-Being that this is my first novel, I'm interested in those who are willing to do two rounds. Preferably something like a line by line edit first then a proofread. I have no problem paying separate for the proofread portion because I understand this is basically editing it all over again and I respect your time.
-Budget wise, I am looking for somewhere in the neighborhood of under $1,000 USD.
-I prefer to work with an editor who does the editing themselves instead of one who passes it to others under the same roof. I want to work exclusively with one person through both levels of editing.
-In addition, if you assist with back cover blurbs, I'm also interested in this service. (Being my first time, I want it done right.)
-I do not have a specific deadline at this time. Of course I dont want to pay and not see anything until a year from now but I am pretty flexible as I have other non-writing projects that occupy my time.
-Please be someone who is in the business to stay. Whomever I select, I would like to work with them on future projects. I dont want to have to find a new editor every time.
-I would prefer to see a sample edit. Though 1,000 words seems to be a standard, I will leave the number up to you on how much you will edit for the sample.

Lastly, I understand that everyone has a different definition of what they call affordable. I ask that inquiries be kept respectful as I understand some editors charge double (and more) than that of my price range. If you are not interested or will not edit at my price range, I thank you for taking your time out to read my thread but no responses are needed.

My editing business is still very much alive, and I am still accepting new clients.
I provide free sample edits of 1 to 2,000 words. I am also currently offering a 25% discount to all new clients. I see you are interested in assistance with back cover blurbs. I do offer assistance with those, ranging from editing them to writing them from scratch.
You would not have to wait a year to hear back from me. Heck no. I do not operate like that. I always edit a client's manuscript in close collaboration with him or her via sending regular queries and updates. I could even edit a manuscript in Google Docs if a client wanted.
