boy use the technology of a scientist to create an ice shard which he launches but only when standing in a certain circle. next something happens but he is recruited into who a group of people who will teach him how to make these element with his mind like they do and is given a object which to focus through to help him control nature like fire or ice. his mom forget he exists and he was an orphan before. they fight people similar to them and in the end there is another fight but i think at an amusement part where he creates a tornado with his mind where they consider it something 4 or five for being the hardest to make and he did this without his focus thing and then the book ends there i read this a few years ago in elementary or middle school

The rollercoaster is a great detail. It would be hard to forget.
What genre is this? It sounds a little like steam punk (I forget the actual name of this genre; it won't come to mind).
