Help Finding Book - Neighbours - H is a reclusive Programmer

I'm looking for a book I read a few years ago - the H and h are neighbours and the H is a reclusive programmer who becomes infatuated with his neighbour and watches her from his house - they both have dogs and one day he takes a chance to talk to her when it's snowing outside -

It's was a short book with some erotica - the hero is described as tall and blonde and quiet, the heroine is chatty and bubbly. I think she might have been older than him, too -

Sounds similar to some old Janet Evanich, but I don't think hers had anything that would be described as erotica. Good luck finding it!
