I read this book possibly a little before or after 2000. A young woman and a man somehow learn of an evil plot for mind control(?) that involves some kind of blue plate. The woman goes underground to crash an event at an estate where many of these people are gathering. She travels there on a train, and much of the plot follows these two individuals as they try to get to the bottom of what's going on. I seem to remember a pair of hot air balloons at the end, one of the balloons get punctured. Might by YA but I don't think so.

It was pretty newish when I read it. My sense is that the author was female. Cover, maybe a blue color, definitely a british / london feel about it.
