Page numbering - blank pages for notes

I was entering page count information for a computer manual. I know the Librarian Manual states that "notes" are included in page numbering, though I took that to mean "endnotes" or author's notes.
The pages at the end of the book are designed for the reader to take notes. Should they be included in the page numbering? Here's what they look like.

Those are effectively blank pages. Unless they were followed by other content that we would count, I would not count those.
