Need help identifying an old movie.

I watched a movie when I was a kid that freaked me out and I can't seem to come across anything online that jogs my memory. It was in black and white there were these creatures that looked like turtle shells with suction cups all over them. They had a long appendage that came out where the head would normally be it would grab a person and throw them up onto the shell which would suck the persons bones out leaving nothing but a limp boneless body behind. Has anyone ever seen this movie?

Wow, Randy, I think you got it! It triggered a childhood memory for me, watching it on television on a Sunday afternoon with my dad, which is why I associated it with television.
Ok, now me. I think it might have been made for TV late 80s/ early 90s.All I remember was that it featured the bubonic plague and time travel. It’s been on my mind since reading Hot Zone; it scared kid me.
