ABANDONED. YA Fiction :: character searching for individual pieces of armor

I read a book between 1994-2000 YAF about a character searching for pieces of a suit of armour. The one that I remember most of is the search for the shield in a desert country.

SPOILERS


The shield is found at the top of a fountain feature covered in slime. When the character passes their hand over it though a tongue from the lizard embellishment appears and cuts the character. Where his blood drops on the shield it starts raining in the desert so he smears it all over the shield and it rains everywhere restoring the desert to what it once was
