The primary reason seems to have been that with the United States could attack the USSR with nuclear weapons launched from Europe, but the USSR could not attack the US from the USSR. From Cuba they could reach the entire continental US. Another reason was for the defense of Cuba. The Bay of Pigs invasion and various attempts to assassinate and/or undermind Castro made it clear the United States would overthrow the government there at some point.
