ABANDONED. book about boy and girl in a town but from different "factions" one faction is rich and other one poor

I've read part of this book when i was a child and keep coming back to it in my head but i dont know what the name was again. I can only remember that it was a world where in it was separated into the really rich and really poor and they have faction names as poor and rich. But a different faction boy and girl met not on purpose and fell in love and started hanging out. I think there was also something they had to protect or do some kind of quest. It was a fantasy world around maybe 1800-1900 i think because i can remember the girl having a scooter.
It was probably a Young Adult book or something but i'm not sure. I see the world i painted in my head by this book quite well, but i just can't seem to find any more information about it.
Can someone help me with this? and if i did not give enough info then I might be able to think more and tell you.

What year did you read it? How old were the boy and girl in the story, kids or teenagers?

Those kind of details are hard to retrace for me, but i think it was around 2009 - 2011 (ofcourse not sure) and the boy and the girl might be around 16 - 19 years old. (i know this does not help that much, but it's because it has been a while and i only remember my imagination of that world)
