ABANDONED. Harlequin Presents, probably. H breaks engagement of h w/OM and tries to win her love

I believe this book is a Harlequin Presents from the mid to late 1980's. On the cover was a young woman with a yellow dress and a face of a man. If I remember correctly the h works as a secretary for the H company. H lives in another country and sees the picture of the h and instantly falls in love and wants to meet the h. But when he travels to where the h is at she is engaged to another man. I believe the OM also works for the H company and because of this the H devises a plan (don't remember the exact details) in which ultimately results in the OM breaking off the engagement with the h.
The h is left devastated because the love of her life left her and the H then tries to win the h love. I believe the H devises a plan for the h to travel with him to the head company in another country to work with him and during this time he tries to get her to fall in love with him.
