It is because a year is approximately 365.25 days long. So adding a day every 4 years is equivalent to adding a quarter day each year.

I went into town. The charity shop was closed, the escalator not working. Some coffee shops were open, but takeaway only. So I carried my coffee to the bus station, which was almost deserted. An eerie feeling.
