No. I think, from the way the NYC police are portrayed at the time (and I have no reason to doubt the author's word and research), that the police might have locked them all up and thrown away the keys.
They were lucky they were confessing to Frank and not another cop. I loved how the family members kept confessing to cover for someone else. That was one of my favorite parts.
Any other officer would have ignored these "confessions" and Harry would have been convicted and executed before he could blink.
