SOLVED. Small town where many have mystical powers; talking cat. [s]

Set in small town where many people have mystical/magical powers. He's not a main character, but there is a cat that talks. When asked about tuna, he replies, "It's about damn time!" He refers to his owner as his feeder. At one time, he must decide between a nap & saving his owner from a kidnapper. I read it a few years ago, but I don't know if it was a current or older book then.
