I have a question regarding ISBN

This book is a collection of short stories and in the second edition one new story was added but they have the same Isbn and Isbn13.
So in this case are they consider two different editions or should they be merged?

They wouldn't be merged.

They possibly could be combined, but I wouldn't like to say that definitively.

Some more opinions or possibly Rivka is needed to decide.

One have seven stories, the other eight.
176 pages and the other one 188.

That's less than a 10% difference. I think combining them is fine.
