SOLVED. Fantasy book about a woman living in the desert who finds a dragon egg, but dragons are supposed to be extinct

I read this book back in the 90’s. The woman’s mother had an affair with the king and when she found out she was pregnant she ran away, found a tribe of some sort in the desert, gave birth and died. Either the main character or her mother’s name was Seraphina. I tried searching by that name and some books come up, but they’re all too recent. She finds a dragon egg, but they are illegal so she hides it, and raises it in secret. I don’t remember exactly why she raises it or what she does with it. Thanks so much.
