harm reduction?

What are peoples opinions about harm reduction? Such as safe injection sites and Narcan becoming massively available?
Personally, I have found Kratom to be a savior. It literally saved my life, prevented severe opiate withdrawal and is, currently in most states, legal.
And it is as addictive as caffiene.
I feel safe injection sites and Narcan are just another thing we are told will "help" get us sober when truly it becomes another financial pharma addiction.
